UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new study of local authorities, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to increase council taxes next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” said a council leader.

He added: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities this week also found council budgets being stretched by the increasing figures of children and older individuals requiring Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the extent of difficulties facing municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and need,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey found.
